OLD LYME ZONING COMMISSION
MINUTES OF SPECIAL MEETING
Monday, April 24, 2006

The Old Lyme Zoning Commission held a Special Meeting on Monday, April 24, 2006, in the Auditorium of Memorial Town Hall.  Those present and voting were Ted Kiritsis (Chairman), Jane Marsh (Secretary) and Jane Cable.  Also present was Ann Brown, Zoning Enforcement Officer.

1.      Convene meeting; announcement of voting alternates.

Chairman Kiritsis called the Special Meeting to order at 7:44 p.m.

At 7:44 p.m. Jane Marsh made a motion to go into Executive Session to discuss pending litigation; seconded by Jane Cable and voted unanimously.

At 8:05 p.m. Jane Marsh made a motion to adjourn the Executive Session; seconded by Jane Cable and voted unanimously.

Chairman Kiritsis noted that note votes were taken and no decisions were made in the Executive Session.

2.      Regulation Rewrite.

Section 4 – General Regulations

4.15 – Page 30 – not to exceed 1 dwelling unit per lot; 25 percent of the floor area.

Section 5 – Use Regulations

Responding to comments in your memo regarding Section 5.3 – R-20:

Use second definition for golf course, and please also include swimming pools and tennis courts after “clubhouse.”

Responding to comments in your memo regarding Section 5.9 - WF-20:

Add Yacht Club definition.

No storage trailers.

Responding to comments in your memo regarding Section 5.10 – C-30:

No residential uses in the LI zone.

Allow single-family residential uses in the commercial zones.

No PRCD.

No conversion of single-family dwellings to multi-family dwellings.

No two-family dwellings.

Hotel/Motel/Inn

Delete all references to hotel and motel.  Change Inn definition to allow from 4 and up to 40 rooms.  Keep the criteria of Section 11.6.  Delete minimum lot area requirement.  Remove Inn from all residential zones.

Leave take-out restaurants in C-10 and C-30 as a Special Exception.  Leave Fast Food Restaurant in definitions but do not allow in any zone.  Fast Food Restaurant is specifically excluded.

Move all uses from 5.11.2 to 5.11.3 with the exception of Business or Professional Office and Banks and Financial Institutions.

Referring back to Attorney Branse’s Memo, bottom of page 6 of 9 regarding maintenance facilities for rental/leasing facilities – the Commission does not want to allow repair/maintenance facilities.

Referring to Atttorney Branse’s Memo, top of page 7 of 9, the Commission questions what is being referred to here as there does not appear to be “Public, non-profit, etc.” under Accessory Uses.  Please explain.

3.      Adjourn.

The meeting adjourned at 9:55 p.m. on a motion by John Johnson; seconded by Howard Tooker and voted unanimously.
